Weil Advises Consortium of 12 Lenders on Financing for A12/A15 Ressen-Oudbroeken ViA15 PPP Project

"Weil advised a consortium of 12 lenders, including commercial banks, institutional investors and the European Investment Bank, on a financing package for the A12/A15 Ressen-Oudbroeken (ViA15) PPP project in the Netherlands. Dutch law advice was provided by Habraken Rutten and Belgian law advice by Van Bael & Bellis. The project will be developed by GelreGroen (John Laing, HOCHTIEF, Dura Vermeer and BESIX) under a DBFM with Dutch authorities."

Weil, Habraken Rutten and Van Bael & Bellis participated in the transaction: Weil advised a consortium of 12 lenders comprising commercial banks, institutional investors and the European Investment Bank; Habraken Rutten provided Dutch law advice to the lenders; and Van Bael & Bellis provided Belgian law advice. The transaction concerns a significant financing package for the design and construction of the A12/A15 Ressen-Oudbroeken (ViA15) public‑private partnership project in the Netherlands. The project will be developed by the GelreGroen consortium — John Laing, HOCHTIEF, Dura Vermeer and BESIX — under a design‑build‑finance‑maintain (DBFM) agreement with the Dutch authorities. The scheme is intended to improve connectivity in the Arnhem–Nijmegen region and to complete the direct transport corridor between the Port of Rotterdam and Germany. The senior financing package comprises construction‑phase and equity‑bridge facilities, long‑dated term facilities and associated debt service reserve facilities. The debt package is supported by a tailored hedging framework and a comprehensive security package to support project completion and long‑term operations. Weil represented the consortium of 12 lenders with a team composed by: Finance partner Simon Caridia; Structured Finance partner Andrew Lauder; associates Sagarika Sridhar, Stephen Bhasera and Maya Sajeev; and trainee Elizabeth Demuren. Habraken Rutten represented the lenders on Dutch law with a team composed by: partner Peter Habraken; advocaats Florentius Visser and Esli Begeer. Van Bael & Bellis represented the lenders on Belgian law with a team composed by: partner Johan Mouraux; counsel Cedric Hauben; and associates Panayotis Korakovounis and Sarah Muzembo.
