DWF Advises Pavia Acque in PPP Procedure to Build Photovoltaic Plants for Self-Consumption

"DWF advised Pavia Acque, the national Integrated Water Service operator, in Italy’s first public‑private partnership for the concession to design, build and operate remote individual self‑consumption photovoltaic plants to power wastewater treatment facilities. DWF prepared documentation, structured the procedure, drafted the notice under Art.193(11) d.lgs.36/2023 and assessed submitted proposals."

DWF advised Pavia Acque, the national operator of the Integrated Water Service, in the public‑private partnership procedure initiated by the company. Pavia Acque launched Italy’s first PPP procedure for the concession of the design, construction and operation of photovoltaic plants for remote individual self‑consumption. The installations are intended to supply renewable energy to the wastewater treatment plants managed by the company and to achieve a significant reduction in energy expenditure. The pioneering initiative by Pavia Acque — a wholly public in‑house providing company managing the Integrated Water Service of the Province of Pavia — is presented as a replicable model for other utilities seeking to lower energy costs and increase renewable energy production through PPP arrangements. DWF assisted Pavia Acque in all legal phases of the process, including the preparation of documentation, the structuring of the procedure, the drafting of the notice pursuant to Article 193(11) of Legislative Decree 36/2023, the evaluation of the feasibility of numerous proposals submitted, and the drafting of the procurement rules to put the proposal deemed feasible out to tender.
