Mattos Filho Advises CNOOC in ANP Permanent Offer Auction

"Mattos Filho, engaged by Hogan Lovells, advised China National Offshore Oil Corporation (CNOOC) in a successful bid, in consortium with Sinopec, for the Ametista block at ANP's 3rd permanent offer auction on 22 October 2025. Mattos Filho also represented Perfin Infra Administração de Recursos. The auction awarded five of seven blocks and raised BRL 103,728,181.09 in signing bonuses."

Mattos Filho and Hogan Lovells participated in the transaction: Mattos Filho advised China National Offshore Oil Corporation (CNOOC), as engaged by Hogan Lovells, and also represented Perfin Infra Administração de Recursos. Mattos Filho advised CNOOC in its successful participation in the 3rd cycle of the permanent offer sharing auction promoted by ANP on October 22, 2025. CNOOC submitted a bid in consortium with Sinopec Exploration and Production Brazil (Sinopec) for the Ametista block, located in the Santos Basin. CNOOC holds a 70% stake in the consortium and will act as the operator of the block. The signing bonus for the production-sharing contract is BRL 1,060,087.39. A total of seven blocks were offered in the auction, five of which were awarded to different players. The auction raised BRL 103,728,181.09 in signing bonuses overall, and the investments planned for the exploration phase of the contracts amount to BRL 451,498,600.00. Mattos Filho represented Perfin Infra Administração de Recursos and advised China National Offshore Oil Corporation (CNOOC) (as engaged by Hogan Lovells), with a team composed by: partner Giovani Loss and lawyer Bernardo Tagliabue.
