Maverick Advocaten secures European Commission approval for shore power joint venture between Eneco and Port of Rotterdam Authority

Maverick Advocaten assisted Eneco Heat Production & Industrials B.V. (Eneco) and Mainport Holding Rotterdam N.V. (Port of Rotterdam Authority) in obtaining approval from the European Commission for a joint venture. The transaction concerns the establishment and approval of Rotterdam Shore Power B.V. (RSP), a joint venture between Eneco and the Port of Rotterdam Authority. RSP provides sustainable shore power to companies operating in port areas, principally shipping companies and vessels, and also to other parties such as container terminal operators. By offering electric shore power as an alternative to on-board diesel generators, RSP aims to reduce local noise and air pollution and to lower greenhouse gas emissions. Shore power is described as a crucial pillar in the sustainability strategy for the Port of Rotterdam. Rotterdam Shore Power was initially set up for a single project and is intended to expand its services beyond that project. The transaction was notified to the European Commission on 16 October 2025 and received approval from the European Commission on 10 November 2025.
