White & Case Advises Consortium on USD 7 Billion Syrian Power Sector Investment

Energy, Cengiz Energy and Power International on a USD 7 billion investment and power purchase agreements with the Syrian Ministry of Energy and the Public Establishment for Transmission and Distribution of Electricity to develop eight plants totalling c.5 GW."

White & Case and Sarkis advised a consortium led by UCC Holding, together with Kalyon G.I.S. Energy, Cengiz Energy and Power International, in connection with a USD 7 billion investment and related power purchase agreements with the Ministry of Energy of the Syrian Arab Republic and the Public Establishment for Transmission and Distribution of Electricity. The agreements cover eight new power plant projects across Syria with a combined generation capacity of approximately five gigawatts. The signing marks the first major international integrated public–private partnership in the Syrian energy sector and represents a milestone in the country’s energy rehabilitation and modernization program. The projects comprise four high-efficiency gas-fired combined-cycle plants — North Aleppo, Deir Azzour, Zayzoun and Mehradeh — and four solar photovoltaic plants located in Wedian Al-Rabee, Deir Azzour, Aleppo and Homs. White & Case represented the consortium led by UCC Holding, together with Kalyon G.I.S. Energy, Cengiz Energy and Power International, with a team composed by: Partners Ates Turnaoglu, Emre Ozsar and Sebastian Buss, and Associate Emrehan Mermer, based in Istanbul, together with additional lawyers in London, Doha, Cairo, Johannesburg and Dubai.
