DLA Piper Advises IFC and Government of Iraq on Baghdad International Airport PPP

"DLA Piper, with local counsel Al Tamimi & Company, advised the International Finance Corporation (IFC) and the Government of Iraq on a PPP to redevelop, expand, finance, operate and maintain Baghdad International Airport. The c.$764 million project, Iraq’s first major infrastructure PPP, saw the tender awarded on 5 November 2025 to a consortium of CAAP (Corporación América Airports) and Amwaj International."

DLA Piper advised the International Finance Corporation (IFC), a World Bank Group member, and the Government of Iraq on the public–private partnership (PPP) procurement for Baghdad International Airport, with local legal support provided by Al Tamimi & Company. The transaction concerns the PPP for the redevelopment, expansion, financing, operation and maintenance of Baghdad International Airport, representing an overall investment of approximately $764 million. The initiative is described as the first significant PPP in Iraq’s infrastructure sector. DLA Piper assisted IFC and the Government of Iraq through all phases of project structuring, the procurement process and negotiations, including drafting the tender documentation and the PPP concession agreement and ensuring alignment with international standards and best practice. The international tender concluded on 5 November 2025, when the contract was awarded to a consortium formed by CAAP (Corporación América Airports) together with local infrastructure company Amwaj International. DLA Piper’s team previously supported IFC on similar airport PPP structuring and procurement matters in Sofia (Bulgaria), Beirut (Lebanon) and Bishkek (Kyrgyzstan).
