Sorainen represented municipal transport organiser Susisiekimo Paslaugos before the Lithuanian Court of Appeal, opposing a complaint brought by Polish bidder Mobilis. The dispute concerned the tender launched by Vilnius City Municipality for approximately EUR 1 billion in works and services to supply 300 new electric buses and to provide related passenger transport services. A first-instance court had found, on Mobilis’s complaint, that the subject matter was insufficiently defined and that the scope and timing of additional services were unclear. On appeal, the Lithuanian Court of Appeal dismissed Mobilis’s complaint, overturned the lower court’s findings and confirmed the tender terms in their entirety.
