Ghisalberti & De Rossi advise PMC Mediterraneum in contract signing for Emsaad Ras Ejdyer coastal motorway

"Ghisalberti & De Rossi advised PMC Mediterraneum (consortium of ANAS, BTP and ITS), acting as project manager for the Emsaad–Rasejdyer Motorway Authority (ERMA), on the contract for Sub‑Lot 4.3 of the Emsaad–Ras Ejdyer coastal motorway, awarded to Todini Costruzioni Generali. The c.1,750 km project, financed under the 2008 Italy–Libya Friendship Treaty, was signed in Tripoli on 6 November."

Ghisalberti & De Rossi represented PMC Mediterraneum, the consortium formed by ANAS, BTP and ITS acting as project manager for the Libyan contracting authority Emsaad–Rasejdyer Motorway Authority (ERMA), in the signing of the contract for a section of the Emsaad–Ras Ejdyer coastal motorway. The firm played a central role throughout the operation, supporting PMC Mediterraneum from the tender procedure and award through to the negotiation and drafting of the works contract for Sub Lot 4.3, which was awarded to Todini Costruzioni Generali. The contract was signed in Tripoli at Al Khuld Palace during an official ceremony held on 6 November, attended on the Libyan side by Prime Minister Abdul Hamid Dbeibah and the Minister of Transport, and on the Italian side by Undersecretary of State for Foreign Affairs Giorgio Silli and the Italian Ambassador to Tripoli, Gianluca Alberini. The broader Emsaad–Ras Ejdyer coastal motorway project extends for approximately 1,750 kilometres and forms part of the North African network linking Egypt to Morocco. The initiative is financed under the 2008 Italy–Libya Friendship Treaty, envisages exclusive participation by Italian companies and is regarded as a strategic infrastructure project for the development of Libya's motorway network. Ghisalberti & De Rossi represented PMC Mediterraneum (the consortium of ANAS, BTP and ITS), acting for the Emsaad–Rasejdyer Motorway Authority (ERMA), with a team composed of the firm’s specialists in public procurement, construction contracts and international project development, who managed all contractual and negotiation phases of the transaction.
