The project aims to enhance energy production, transport, and distribution through improved infrastructure monitoring and advanced telecommunication operations. BOAD acted as the institutional lender, with additional commercial financing arranged alongside Société Générale and Bridge Bank Sénégal. Norton Rose Fulbright's Paris team, led by Alexandre Roth, collaborated with Houda and Associés in Senegal to successfully execute the transaction."

Norton Rose Fulbright, an international law firm, advised the West African Development Bank (BOAD) in the financing of a next-generation communication network constructed by Huawei. Houda and Associés, a Senegal-based law firm, also participated in the transaction, assisting locally. The project aims to support the long-term development of SENELEC (Senegal's National Electricity Company) in its production, transport, and distribution of energy. It includes monitoring electrical infrastructure and installations, improving reliability, and generalizing telemetering and remote control operations for its electricity distribution network. BOAD acted as the institutional lender, complemented by a commercial financing line arranged by BOAD alongside Société Générale Sénégal as lender and co-arranger, Société Générale Côte d’Ivoire as facility agent and security agent, and Bridge Bank Sénégal as commercial lender. The Norton Rose Fulbright team based in Paris was led by Alexandre Roth, a partner specializing in banking and finance law, assisted by Elahé Hoseiny, an associate in banking and finance. Houda and Associés' team in Senegal was led by Khaled A. Houda, a partner, and Aissatou Tall, an associate.
