A&O Shearman Advises EPA on USD251 Million WIFIA Loan for California Pure Water Project

"A&O Shearman advised the U.S. Environmental Protection Agency on a USD251 million WIFIA loan to the Las Virgenes-Triunfo Public Financing Authority to support the Pure Water Project in Los Angeles and Ventura Counties, a USD500 million initiative to upgrade drinking water infrastructure and advance water reuse. Construction began in spring 2026."

A&O Shearman advised the U.S. Environmental Protection Agency (EPA) on a USD251 million Water Infrastructure Finance and Innovation Act (WIFIA) loan to the Las Virgenes-Triunfo Public Financing Authority, which serves the Las Virgenes–Triunfo Joint Powers Authority formed by Las Virgenes Municipal Water District and the Triunfo Water and Sanitation District in Los Angeles and Ventura Counties. The financing supports the Pure Water Project, an estimated USD500 million initiative to upgrade aging drinking water infrastructure and advance water reuse technologies. The project will construct an advanced water purification facility to convert recycled water into a safe drinking water supply for western Los Angeles and eastern Ventura Counties. The scope also includes upgrades to the Tapia Water Reclamation Facility, construction of approximately 20 miles of new pipelines, and improvements to water pump stations and the Las Virgenes Reservoir. The works are being delivered through a progressive design-build structure; construction began in spring 2026, is anticipated to be completed by 2029, and operations are expected to commence in 2030. The EPA WIFIA loan is a key element of a broader USD335 million state and federal financing package that includes USD84 million in loans and grants from the California State Water Resources Control Board. When fully operational, the project is expected to supply up to 30% of the region’s drinking water from a local, drought-resilient source, reducing reliance on imported water from Northern California and alleviating demand on Northern California supplies to increase availability for Central Californian agriculture.
