Addleshaw Goddard advises Hispasat and SpaceRISE consortium on IRIS² implementation agreement

"Addleshaw Goddard advised Hispasat and the SpaceRISE consortium (Hispasat, Eutelsat, SES) in negotiations with the European Commission and ESA to secure continuation of the IRIS² programme. A 7 August implementation agreement expands the constellation by 66 satellites to 348, with first launches in 2029 and service in 2030. The €15.6bn mixed-finance programme names Hispasat prime contractor for major infrastructure (>€1.6bn)."

Addleshaw Goddard advised Hispasat and the SpaceRISE consortium (Hispasat, Eutelsat and SES) in negotiations with the European Commission and the European Space Agency concerning the continuation of the IRIS² programme. The parties have formalised the continuation of IRIS², the European Union’s secure satellite communications constellation intended for both commercial and military applications in strategically important areas. On 7 August the European Commission and the SpaceRISE consortium signed an implementation agreement to accelerate deployment of the Programme. One key development under the agreement is the addition of 66 satellites, increasing the constellation to 348 satellites and enabling large-scale deployment. The Programme is supported by a mixed public‑private financing model with total investment expected to amount to €15.6 billion. The agreement opens the way to the Programme’s next stages, including satellite manufacturing, procurement of launch services and development of the associated ground infrastructure. Within this framework Hispasat strengthens its role as a key Programme participant and will act as prime contractor for the antenna infrastructure, control systems and ground network connectivity, which will constitute the largest and most complex infrastructure of its kind developed in Europe for a space programme, with a budget exceeding €1.6 billion. Addleshaw Goddard represented Hispasat and the SpaceRISE consortium with a team composed by: Managing Partner Roberto Pomares and Senior Associate Rosa Chen, who led the firm’s advice on contractual, governance and structuring matters throughout the negotiation process with the European Commission and the European Space Agency.
