Nixon Peabody hires government contracts partner Cara Wulf in Washington, DC

Cara Wulf has joined Nixon Peabody LLP as a partner in the firm’s Washington, DC office. Wulf is a member of Nixon Peabody’s Construction & Real Estate Litigation practice and brings more than 15 years of experience counseling clients on compliance with federal, state, and local public procurement requirements. She assists in litigation involving bid protests, claims, and other disputes before federal agencies, courts, and the U.S. Government Accountability Office (GAO), and works with prime and subcontractors on contract drafting, interpretation, administration, and negotiating resolutions to formal and informal contract disputes. Before shifting to private practice, Wulf worked for the U.S. Department of Defense (DOD). She advises on domestic preference rules and regulations, including the Buy American Act (BAA), the Trade Agreements Act (TAA), Department of Transportation Buy America statutes, and the Build America, Buy America (BABA) Act. She also counsels clients on Small Business Administration program eligibility and compliance, issues of cost allowability, allocability and reasonableness, the Cost Accounting Standards (CAS), and intellectual property requirements under the Bayh‑Dole Act. Wulf earned her JD from the University of Michigan Law School, an MBA from Babson College, and a BA from the University of Michigan. She was selected for inclusion in Best Lawyers in America: Ones to Watch for 2026 in the field of Government Relations.
