Numaligarh Refinery selects developer for green hydrogen generation unit and supply

Khaitan & Co advised Numaligarh Refinery Limited on the drafting and finalisation of the complete tender suite and the green hydrogen purchase agreement for the selection of a developer on an international competitive bidding basis. The transaction involved the selection of a bidder to develop a green hydrogen generation unit on a build, own and operate basis and to supply gaseous green hydrogen to the Numaligarh refinery in Assam. The tender process was conducted on an international competitive bidding basis, and upon its conclusion NeuEN Green Energy Private Limited, a joint venture between Bharat Petroleum Corporation Limited and Sembcorp Industries Limited, emerged as the successful bidder. NeuEN offered a price of INR 279 per kg for the supply of 10,000 tons of green hydrogen per annum to the refinery. Numaligarh Refinery was commissioned in 2000 with a crude processing capacity of 3 MMTPA using indigenous Assam crude. The refinery is undergoing a capacity augmentation to 9 MMTPA through the Numaligarh Refinery Expansion Project (NREP), which involves installation of a 6 MMTPA refinery and associated crude oil terminals and pipeline. The NREP forms part of the Government of India’s Hydrocarbon Vision 2030 and is a strategic initiative to meet growing demand for petroleum products in northeastern India.
