Thales focuses his practice on the intersection of tax law, agribusiness, foreign trade and tariff policy, bringing over a decade of experience in strategic litigation, regulatory consulting and institutional relations. At VPBG in Brasília he will lead initiatives before federal administrative bodies, with an emphasis on the Executive Branch (Ministry of Finance, MAPA, MDIC, Camex), the Judiciary (Superior Courts) and other regulatory entities that influence Brazilian fiscal and commercial policy.
His academic background includes a master’s degree in Economic and Financial Law from the University of São Paulo – USP (in progress) and an MBA in Tax Management from FIPECAFI. Throughout his career he has worked at leading law firms in Brazil and has led strategic demands related to public tax policies, tax incentive models, special regimes for agribusiness and high‑value disputes involving ICMS, PIS/Cofins, tax classification, customs regimes and the taxation of the agro‑industrial chain.
