David M. Fox has been appointed Practice Area Leader for Pharmaceuticals and Biotechnology at Hogan Lovells.

As Practice Area Leader, Fox will oversee the firm’s integrated global practice providing regulatory legal services to the pharmaceutical and biotechnology industries and will lead a team of 37 attorneys worldwide. Janice Hogan, Practice Group Leader for the firm’s Global Regulatory & IP practice, said Fox’s experience will sustain the market-leading service clients expect.

Fox is a leading authority on the regulation of prescription and over-the-counter drugs, biological products, combination products, and controlled substances. He advises management teams from start-ups to the largest global pharmaceutical and biotechnology companies on matters before the Food and Drug Administration (FDA) and the Drug Enforcement Administration (DEA). In 2025 he received the Food and Drug Law Institute Distinguished Service and Leadership award.

A former senior lawyer at the FDA and with a long private-practice career, Fox has been deeply involved in the regulatory aspects of the Hatch-Waxman Act, including pioneer-generic disputes and cases of first impression concerning exclusivity, Orange Book listings, and patent term extensions. Known for a collaborative approach to complex regulatory issues, he has successfully resolved numerous disputes between sponsors and FDA staff.

Fox said it is an exciting time for the pharmaceutical and biotechnology sector and expressed his honour at leading the practice. He noted the group’s history of hiring exceptional lawyers from the FDA and its cultivation of strong internal talent, which together have built deep regulatory expertise aligned with clients’ business needs.
