Cooley Strengthens Life Sciences and Healthcare Regulatory Practice with Addition of Stephanie Hales

Stephanie Hales has joined Cooley’s Washington, DC office as a partner in the firm’s global life sciences and healthcare regulatory practice. Hales counsels clients across the life sciences industry on healthcare legislative, compliance and regulatory developments, with particular emphasis on coverage, reimbursement, market access and drug pricing and their impact on corporate strategy and decision-making. She arrives from Sidley Austin, where she most recently served as a partner in the healthcare and government strategies groups, and brings 18 years of experience advising pharmaceutical, biotech, medical device, digital health and diagnostics companies on matters including the Affordable Care Act, the Inflation Reduction Act, Medicare and Medicaid programs, and the 340B Drug Pricing Program. At Cooley she will also partner closely with litigators on Administrative Procedure Act and appellate litigation.
Eric Greig joined Cooley as a partner in April 2025 from Latham. His arrival strengthens Cooley’s coverage and reimbursement capabilities for life sciences companies, and he will work alongside the firm’s litigators on Administrative Procedure Act and appellate matters relating to healthcare and life sciences clients.
Jennifer Shanley has returned to Cooley’s life sciences and healthcare regulatory practice from McGuire Woods, further enhancing the firm’s healthcare team.
