David O. Ault joins AGG as a partner in the firm’s Healthcare practice. He is a former Centers for Medicare & Medicaid Services (CMS) leader who served as a director in the Division of Financial Risk at the Center for Medicare and Medicaid Innovation (CMMI) and as a litigator in the HHS Office of the General Counsel. His practice focuses on value-based care, alternative payment models, Medicare reimbursement, healthcare contracting, and regulatory compliance. Ault spent nearly a decade at the Department of Health and Human Services; as a CMMI division director he oversaw five active models, including the Next Generation ACO Model and the Medicare Advantage Value‑Based Insurance Design Model, helped develop new Medicare payment models, and assisted in the development of the Medicare Shared Savings Program’s Pathways to Success regulations. In the HHS Office of the General Counsel, he defended CMS programs in federal courts nationwide, including against challenges to the Affordable Care Act, and served as a Special Assistant U.S. Attorney. He reunites at AGG with partner Andrew Tsui, a longtime colleague from the HHS Office of the General Counsel.
