Joseph Grogan Joins Covington & Burling as Co-Chair of Public Policy

Grogan brings extensive government experience in domestic and health policy. He served as Assistant to the President and Director of the Domestic Policy Council from January 2019 to May 2020, where he led and supported daily briefings for the President and managed White House staff directing policy development for executive orders, regulations, major presidential announcements, and Presidential Decision Memorandums. From March 2017 to February 2019 he was Associate Director of Health Programs at the Office of Management and Budget, responsible for oversight of more than $1.3 trillion in annual mandatory and discretionary health spending. Earlier in his government career he was a senior advisor to the Commissioner of the Food and Drug Administration from January 2006 to August 2008.
Grogan also has significant private‑sector experience. He was Senior Director, Government Affairs at Gilead Sciences from November 2011 to March 2017, leading legislative and executive branch engagements related to major drug launches. He served as Director, Regulatory Affairs at Amgen from June 2009 to November 2011 and as Vice President, Healthcare Research Group at The Marwood Group from August 2008 to May 2009. Most recently he was a principal in his own consulting firm, advising companies on government relations and public policy strategy.
He will work within Covington’s Public Policy practice with a focus on health care and life sciences policy, regulation, and related federal budget matters, joining the firm at the senior advisor level and assuming the co-chair role of the practice.
