Arsene bolsters customs and international trade practice with Stéphane Chasseloup and five colleagues

Stéphane Chasseloup joins Arsene as a partner. He has nearly 20 years of experience in customs and indirect taxation, having worked at CMS Bureau Francis Lefebvre (2002–2011) and Fidal (2011–2019) before joining KPMG Avocats in 2019 as Partner and Head of International Trade and Green Taxation. He intervenes on customs value, preferential origin, selection of customs regimes and procedures, excise taxation (fuels, biofuels, alcohol, tobacco), and on the impacts of Brexit, trade tensions and ESG regulations; he also has privileged relations with the French customs authority (DGDDI). He holds the CAPA and a Master in Tax and Customs Law from Université Rouen Normandie. In parallel, he will lead the International Trade, Customs & Regulatory service line within the Taxand network.
Juliette Guérin-Touet joins Arsene as Senior Manager. She brings nearly 13 years of experience in customs law, excises and environmental taxation acquired at Arsene (2013–2018), Fidal (2018–2019) and KPMG Avocats (2019–2026). She advises and represents clients on customs and international trade matters (customs structuring, securing flows, special regimes, origin and customs value, customs controls), on excise taxation (energy products, alcoholic beverages, tobacco) and on environmental taxes (TGAP, extended producer responsibility, etc.), and has expertise in export control and international sanctions. She has taught at Université Paris II Panthéon-Assas and holds a Master 2 in European Business Law from Université Paris II, after studies in international business law at the Université de Tours and the University of Hull.
Rachel Booth Zaragoza joins Arsene as Senior Manager. She has more than 15 years of experience in international trade, export controls and regulatory compliance, with roles both in-house and in firms in the United States and Europe. Her prior positions include Compliance Director at Avant International (2018–2023), a role at the Laboratory of Atmospheric & Space Physics at the University of Colorado Boulder (2016–2018) and, most recently, Senior Manager at KPMG Avocats on export control and international sanctions. She specialises in ITAR, EAR, FDPR, re-export rules and extraterritorial controls, advising EMEA companies on export licences, derogations, classifications and US/EU documentation, and in the implementation of internal compliance programmes including policies, procedures, training, audits and relations with authorities. She holds a Bachelor in International Business (Old Dominion University), a project management certificate (University of Colorado Boulder) and studied at Aarhus School of Business.
Fanny Detout joins Arsene as Avocat Manager after nearly seven years at KPMG Avocats within the Customs & International Trade team. She advises and litigates on customs and international trade matters, excise taxation (energy products, alcoholic beverages and tobacco) and environmental taxes (notably TGAP, RDUE, MACF). Her practice covers tariff classification, origin, customs value, special regimes, management of reporting obligations, control and contentious procedures, support for complex cross-border operations and supply chain security, and the conduct of customs and energy tax maturity audits. She began her career at Fidal in 2018 as a legal counsel and was admitted to the bar in 2019. She holds two Master 2 professional degrees in European Business Law and in International Economic Law (Université Paris II Panthéon-Assas).
Nathan Lauret joins Arsene as Avocat Senior. He worked for nearly five years in the Customs & International Trade team at KPMG Avocats on advisory and customs risk management mandates. He covers customs and international trade matters, with a particular emphasis on export controls and international sanctions, EU sanctions compliance (e.g., Russia, Belarus, Iran), ANSSI classification, dual-use and military goods, and the implementation of internal compliance programmes including policies, procedures, training, audits and relations with authorities. He holds a Master 2 in Business Tax Law (Université de Rennes).
Paul Willams joins Arsene as Avocat Junior after serving at KPMG Avocats first as a trainee and then as a tax lawyer specialising in customs and excises. He advises and litigates on customs law matters including classification, origin and customs value, the implementation and management of special regimes, securing flows and customs formalities, as well as export control and excise issues. He began his professional experience as a legal counsel at Sanofi and holds a Master 2 in Business Law – Taxation and Customs from CY Cergy Paris Université.
