Proskauer strengthens regulatory and public law practice with partner hire Christine Le Bihan-Graf

Christine Le Bihan-Graf is a former member of the Conseil d’État and a former Director General of the French Energy Regulatory Commission (Commission de régulation de l’énergie, CRE). She has practised for about ten years in law firms where she created and led teams dedicated to regulatory law and the energy transition. She joins Proskauer as partner.
Her practice, ranked Band 1 in Regulatory / Energy by Chambers France, focuses on advising infrastructure funds, financial institutions, major industrial groups and public entities. She advises on the structuring of transactions and the management of complex regulatory frameworks (public procurement, concessions, authorizations) across strategic sectors including energy (nuclear, renewables, hydrogen, storage), infrastructure (including data centers), transport and life sciences.
Proskauer’s leadership indicated that her arrival is a major asset for the Paris office and will strengthen the firm’s European platform and its ability to assist clients on a wide range of operations.
