Baker Botts Adds Peter B. Saba as Senior Counsel in Washington

Saba brings more than 30 years of experience in government-backed financing programs, development finance and cross-border project work. He joins Baker Botts from the U.S. International Development Finance Corporation (DFC), where he served as deputy general counsel and, most recently, as acting general counsel and agency presidential transition lead. At DFC he advised on international finance, investment and banking issues, oversaw legal support for portfolio management, distressed projects and political risk insurance, and led the agency’s interagency and board review process during a period when DFC approved a record $12 billion in investment activity in fiscal year 2024. He also counseled senior leadership on policy, governance and regulatory matters tied to the agency’s mission and its 2025 reauthorization.
Previously, Saba served as chief operating officer and general counsel of the Export-Import Bank of the United States (EXIM) and held senior roles at the U.S. Department of Energy advising on the loan guarantee program for nuclear energy and other clients. In private practice he worked with developers and lenders on federal and multilateral financings across Asia, Africa, Latin America and Turkey. He also served for more than 14 years as general counsel to two publicly listed corporations in the metals recycling, steel manufacturing and uranium enrichment sectors.
Saba’s arrival expands Baker Botts’ Washington bench in federal credit and government-backed finance programs and strengthens the firm’s ability to advise DOE clients and other stakeholders on related domestic and international investment matters. He joins a team that includes Partner Ted Posner and Special Counsel Eric Robinson.
