Baker Botts Welcomes Back Energy Regulatory Partner Andrea Stover to Austin

Stover returns to Baker Botts from Pedernales Electric Cooperative, the largest distribution cooperative in the United States, where she has served as general counsel since 2024. In that role she oversaw legal, governance and real estate matters, providing direct experience with the regulatory, permitting and operational pressures now facing Baker Botts clients.
Stover brings more than two decades of experience representing electric utilities, cooperatives, generators, retail electric providers and large loads in regulatory, transactional and litigation matters. Her work has included proceedings before the Public Utility Commission of Texas and ERCOT, and counseling on mergers, asset acquisitions, interconnection issues and other transactions. She previously spent nearly eight years as a partner in Baker Botts’ Austin office, where she co‑chaired the Firm’s Energy Regulatory Practice Group. Chambers USA has repeatedly ranked her Band 1 in Texas energy regulatory litigation, and she is particularly noted for her work on electric transmission line permitting matters.
Her return bolsters Baker Botts’ energy regulatory capabilities as data center development increases demand for counsel on power availability, interconnection and permitting across Texas.
