Herbert Smith Freehills Kramer appoints Scarlet Feng as Of Counsel in Hong Kong

Scarlet advises issuers and underwriters on equity and debt capital markets transactions, supporting Chinese companies listing in Hong Kong. She advises on Hong Kong initial public offerings and international debt offerings under Rule 144A and Regulation S, and acts for clients across sectors including biotech, healthcare and real estate. Scarlet is admitted in New York and has passed the PRC bar examination. She holds master’s degrees in American law from Boston University School of Law and in civil and commercial law from Renmin University of China, and is a native Mandarin speaker fluent in English.
Her appointment forms part of the firm’s continued investment in its China capital markets team, which handled eight IPOs worth HK$18.17 billion (US$2.32 billion) in 2025 and is advising on a pipeline of approximately 40 filings for both international and regional issuers and sponsors.
