Stewart Kameen Joins Davis Wright Tremaine as Partner in Washington, D.C.

Kameen has spent well over a decade advising clients on federal and state healthcare regulatory matters in private practice, with a particular focus on fraud and abuse. He served as senior counsel in the Office of Counsel to the Inspector General at the U.S. Department of Health and Human Services, where he worked on healthcare fraud and abuse guidance and enforcement and gained significant experience with government investigations and regulatory oversight. His practice encompasses corporate compliance, internal investigations and government enforcement actions, qui tam litigation, and transactional support. As a senior attorney in OIG’s Industry Guidance Branch, he drafted advisory opinions and played a direct role in shaping the 2020 value‑based safe harbor regulations under the federal Anti‑Kickback Statute. He advises clients—including drug and medical device manufacturers, distributors, and suppliers—on AKS compliance and has experience with OIG Corporate Integrity Agreement negotiations and collaboration with the Department of Justice on enforcement posture and Civil Investigative Demand‑stage matters. He currently serves as chair of the American Health Law Association’s Fraud and Abuse Practice Group.
Kameen was most recently a member at Bass, Berry & Sims PLC, where he practiced for six years. He began his legal career at Ober Kaler—now part of Baker Donelson—where he also practiced for six years.
