Sullivan & Cromwell strengthens Asia capital markets practice with partner hire Steven Hsu

Steven Hsu will join Sullivan & Cromwell LLP as a partner in the firm’s Capital Markets Group, based in Hong Kong.

Mr. Hsu is a capital markets lawyer whose practice focuses on corporate finance and capital markets transactions, including initial public offerings in Hong Kong and the United States, dual primary and secondary listings, and rights offerings. He also regularly advises listed companies on corporate governance and regulatory compliance matters. He joins Sullivan & Cromwell as a partner.

Mr. Hsu has advised issuers on several recent high-profile Hong Kong IPOs, including Delton Technology (Guangzhou) Inc.’s US$423 million offering (the first A+H listing of a PCB manufacturer and the first listing of a high-performance server PCB company on the Hong Kong market), Fibocom Wireless Inc.’s US$372 million Hong Kong IPO, Fortior Technology (Shenzhen) Co., Ltd.’s US$289 million Hong Kong IPO, and Suzhou Novosense Microelectronics Co., Ltd.’s US$284 million Hong Kong IPO. His experience spans the technology, financial services, consumer goods, life sciences, real estate and infrastructure sectors.

Mr. Hsu has been recognized as one of the “Growth Drivers” of The A-List 2025–26 by China Business Law Journal and was named “Rising Star of the Year” at the IFLR Asia‑Pacific Awards 2019. He holds a J.D. from Fordham University School of Law, an LL.M. from Boston University School of Law and an LL.B. from National Chengchi University.
