Orrick Herrington & Sutcliffe Strengthens Texas Public Finance Team with Partner Clayton Holland

Holland is a Chambers-ranked public finance lawyer with extensive experience serving as bond counsel and counsel to underwriters and banks. Over the past five years he has served as bond counsel for more than $4 billion of school district bonds and $2 billion in charter school bonds, and has advised on general obligation financings, utility revenue financings, lease revenue financings, conduit financings, industrial revenue bonds, special assessment financings and tax credit bonds.
Holland previously served as an Assistant Attorney General in the Public Finance Division of the Office of the Attorney General of the State of Texas from 2007 to 2012. He joins Orrick from Hunton Andrews Kurth.
Holland is the second addition to Orrick’s Chambers Band 1-ranked Public Finance team over the past year, following Jade Turner-Bond in Los Angeles. Orrick’s public finance team has ranked as top bond counsel nationwide for the past 25 years, advising on 415 transactions aggregating nearly $66 billion in 2025 and holding an 11.6% national market share; the firm also ranks in the top five in Texas for public finance and served as bond counsel on 59 Texas transactions aggregating $5.9 billion in 2025.
