Andrew Mina joins Morrison Foerster’s Washington, D.C. office as a partner from another prominent global law firm where he built an industry-leading practice focused on federal and state energy regulation, data center development, and energy transactions. A former regulator at the Federal Energy Regulatory Commission (FERC), Mina represents hyperscalers, developers, utilities, and infrastructure investors in complex energy transactions and regulatory proceedings, including power procurement, interconnection, administrative litigation, and transmission strategy. His work includes negotiating dozens of multibillion-dollar energy transactions and serving as lead counsel in data center-related proceedings before the FERC.
Justin Mirabal joins Morrison Foerster as a partner from the same firm as Mina. He brings deep experience advising hyperscalers and data center clients on power supply, interconnection, regulatory compliance, and infrastructure strategy. Mirabal represents electric utilities, natural gas and oil pipelines, and their stakeholders in proceedings before the FERC and state public utility commissions, and advises clients on FERC and state-level enforcement and compliance matters. His practice complements Mina’s by combining regulatory depth with hands-on experience negotiating power purchase agreements and utility arrangements critical to data center operations. Mirabal previously served as a Trial Attorney in FERC’s Office of Administrative Litigation.
James Costan joins Morrison Foerster as of counsel and advises on regulatory and commercial matters in the energy sector, with significant experience in natural gas and electric power.
