Gibson Dunn Adds Four-Partner Appellate Team Led by Former Acting Solicitor General Jeff Wall

Jeff Wall will join Gibson Dunn as a partner and a leader of the firm’s Appellate and Constitutional Law Practice in Washington, D.C. He has argued more than 30 cases before the U.S. Supreme Court, served two stints in the Office of the Solicitor General—most recently as Acting Solicitor General—and is a noted bet‑the‑company appellate advocate. His credentials include clerkships for Justice Clarence Thomas of the Supreme Court and Judge J. Michael L. Wilkinson of the U.S. Court of Appeals for the Fourth Circuit; he is ranked Band 1 by Chambers USA and has received honors including The National Law Journal’s Appellate Attorney of the Year (2025) and multiple Litigator of the Week recognitions.
Morgan Ratner joins Gibson Dunn as a partner in Washington, D.C., focusing on high‑profile appeals and complex legal issues. She has argued 10 cases before the U.S. Supreme Court, served as an Assistant to the Solicitor General, and clerked for Chief Justice John G. Roberts, Jr. and then‑Judge Brett M. Kavanaugh of the U.S. Court of Appeals for the D.C. Circuit. Morgan was named The American Lawyer’s Young Lawyer of the Year for 2024 and has been recognized repeatedly for major appellate victories.
Judd Littleton joins as a partner in Washington, D.C., bringing versatile appellate experience across trial and appellate courts. He was a Bristow Fellow and served in the U.S. Department of Justice’s Federal Programs Branch. Judd has led challenges to government regulations, securing notable wins against rules issued by the FTC, SEC and CFPB, and he clerked for Chief Justice John G. Roberts, Jr. and Judge A. Raymond Randolph of the U.S. Court of Appeals for the D.C. Circuit.
Yaira Dubin joins Gibson Dunn as a partner in New York and will lead the firm’s New York appellate practice. She has argued six cases before the U.S. Supreme Court, prevailing in significant copyright, bankruptcy and statutory appeals, and has advised clients on cutting‑edge matters including artificial intelligence and cryptocurrency. Yaira served as an Assistant to the Solicitor General and clerked for Justice Elena Kagan of the Supreme Court, Chief Judge Sri Srinivasan of the U.S. Court of Appeals for the D.C. Circuit, and Chief Judge James E. Boasberg of the U.S. District Court for the District of Columbia.
