LawaL Legal & Tax Advisory strengthens administrative law team with partner Massimo Occhiena

Occhiena is a Full Professor of Administrative Law at the University of Sassari and an administrative lawyer registered with the Turin Bar. He will contribute to the development of the firm’s activities in administrative law and related litigation before administrative jurisdictions (TAR, Council of State), accounting jurisdictions (Court of Auditors, first and second instance), the Superior Court of Public Waters and in ordinary courts on matters within their competence.
Over the course of his career, Occhiena has gained experience in advising and defending public and private entities and individuals in areas including authorizations and concessions (public waters, quarries, renewable energy), commerce, public contracts and procurement, public employment recruitment procedures, environmental law, healthcare and pharmaceutical law, building and urban planning, education and universities, public employee pensions, and administrative and accounting liability.
Alongside his professional practice, he has an established academic and institutional profile: author of numerous scientific publications, participant in various scientific committees and legal journals, and holder of roles in public institutions and study bodies, including participation in government commissions for the drafting of legislative texts. In 2024 he was elected President of the Association of Administrative Lawyers of Piedmont.
