Teal Luthy Miller Joins Davis Wright Tremaine in Seattle as Partner

Miller is a preeminent appellate lawyer with more than two decades of experience at the U.S. Department of Justice. During her DOJ tenure she handled hundreds of civil and criminal matters and argued before nine federal Courts of Appeals. As Acting United States Attorney for the Western District of Washington, she led a 150-person office that investigated and prosecuted federal crimes, including high-profile fraud and data-breach matters, and defended the U.S. government in constitutional and administrative challenges. She joins DWT as a partner in Seattle, where her focus will be appellate advocacy and litigation.
Miller began her DOJ career in the appellate section of the Civil Division, where over the course of a decade she handled cases across the federal courts of appeals and drafted numerous briefs to the U.S. Supreme Court. In 2012 she moved to the U.S. Attorney’s Office for the Western District of Washington, holding roles of increasing responsibility and concluding her public-service career in 2025 as Acting United States Attorney. She has particular familiarity with the Ninth Circuit, where she has argued 50 cases and won the overwhelming majority of them.
Miller began her legal career in private practice at Kellogg, Hansen, Todd, Figel & Frederick P.L.L.C., clerked for the Honorable Edward R. Becker of the U.S. Court of Appeals for the Third Circuit, and served as a Bristow Fellow in the Office of the U.S. Solicitor General. She received her B.A. from Cornell University and her J.D., with high honors, from the University of Chicago Law School.
