Luther appoints Dr. Thomas Wilk as Partner and Managing Director of Luther Public Services GmbH

Dr. Thomas Wilk brings more than two decades of experience at the head of public administration. He most recently served as Regierungspräsident in the Cologne district, where he played a central role in steering complex infrastructure and transformation projects, including the reconstruction after the 2021 flood, hospital planning and the structural transformation of the Rheinisches Revier. A recognised expert on building reform, his expertise lies at the intersection of administrative law, organisational transformation and technological innovation. He joins Luther with the seniority of Partner, having come from his role as Regierungspräsident.
As Managing Director of LPS, which started operations on 2 February 2026, Dr. Wilk will play a central role in shaping the strategic and operational orientation of the new subsidiary. LPS broadens Luther’s advisory offering by adding management consultancy and technology competence to support legally compliant, efficient and implementable public-sector administrative, corporate and infrastructure projects.
