Paul Powell, Spectrum Policy Leader, Joins Davis Wright Tremaine Technology, Communications and Privacy & Security Practice

Paul Powell, former Associate Division Chief in the Mobility Division of the Federal Communications Commission, has joined Davis Wright Tremaine LLP's Technology, Communications and Privacy & Security Practice in Portland, Ore., and Washington, D.C.

Powell brings more than 20 years of experience advising government and private sector clients on complex communications and technology matters. He will draw on this experience to assist Davis Wright Tremaine’s technology and communications clients in addressing complex regulatory challenges, securing access to critical spectrum resources, and navigating high‑stakes legal and regulatory proceedings.

At the Federal Communications Commission, Powell led multidisciplinary teams that developed and implemented novel regulatory frameworks to expand commercial access to critical mid‑band spectrum. He regularly coordinated with federal agencies and industry stakeholders on spectrum management and coexistence issues and received the Chairman's Award from the OnGo Alliance for exceptional service and commitment to the success of the FCC's Citizens Broadband Radio Service.

Powell received his B.A. from the University of California, Santa Barbara, and his J.D. from Columbia University Law School. He is currently admitted to practice in Washington, D.C., and California.
