Rounds advises clients on all phases of public, industrial, and complex commercial construction projects from inception through claims resolution. He represents clients in federal and state courts, before Boards of Contract Appeals, and in domestic and international arbitration. He assists with construction and design contract drafting and negotiation, requests for equitable adjustment and claim preparation, and termination settlement negotiations, and counsels contractors on federal and state procurement laws, regulatory compliance, and grant issues relevant to public construction projects. Rounds is particularly experienced with domestic preference laws and regulations such as Buy American, Buy America, and Build America, Buy America.
A recognized leader in the field, Rounds serves on the Board of Governors of the Virginia State Bar’s Construction Law and Public Contracts Section, is a Contributing Editor to The Construction Lawyer (ABA Forum on Construction Law), and is Vice Chair of the Contract Claims and Disputes Resolution Committee of the ABA Public Contract Law Section. He earned his J.D. from William & Mary Law School and his B.A. from the College of William and Mary. Rounds began his career with Smith Pachter McWhorter PLC in Tysons, Virginia, and prior to joining Fox Rothschild he served as counsel at Haynes Boone.
