Steven G. Popps Returns to McGuireWoods as Partner and Co‑Leader of State AG Investigations & Enforcement

Popps most recently served as Chief Deputy Attorney General of the Commonwealth of Virginia from 2024 to 2026, leading an office of more than 600 employees and setting legal strategy for the Commonwealth's agencies, boards and officials on civil, criminal and regulatory matters. He previously served as Deputy Attorney General in charge of the office's civil division from 2022 to 2024 and acted as the state's top litigator, working closely with the Governor and the Attorney General on high‑profile and sensitive legal matters.
Popps joined the Virginia Attorney General's office after more than a decade at McGuireWoods, where he represented clients in complex disputes. He is returning to McGuireWoods as a partner and co‑leader of the State AG Investigations & Enforcement practice, bringing experience in government investigations, regulatory enforcement and complex litigation. Earlier in his career he clerked for U.S. District Judge Henry E. Hudson, served on the staff of former U.S. Senator John W. Warner, and was lead articles editor of the William and Mary Law Review.
