King & Spalding Adds Five Partners to Strengthen Medicaid Financing and Managed Care Litigation

"King & Spalding has hired five partners from Burr & Forman to join its Healthcare practice, expanding its Medicaid financing and managed care litigation capabilities."

Rachel Gilbert, Cat Kirkland, Renee Rayne, Jim Gilliam and John Connell have joined King & Spalding as partners in the firm’s Healthcare practice. The group joins King & Spalding from Burr & Forman.

Rachel Gilbert joins King & Spalding as a partner from Burr & Forman, where she was a partner. Her practice focuses on advising hospitals on reimbursement, regulatory, legislative and operational business matters. She works with stakeholders to design, implement and finance Medicaid supplemental reimbursement programs, including Disproportionate Share Hospital programs, waiver programs and state directed payment programs, and represents providers in complex payment and contract disputes and in investigations such as False Claims Act and billing and reimbursement audits.

Cat Kirkland joins King & Spalding as a partner from Burr & Forman, where she was a partner. She advises hospitals, providers and related stakeholders on reimbursement issues, policy development, financial modeling and business operations. Her experience includes state-directed payment initiatives, Medicaid rate modeling, program financing, DSH and UPL arrangements, value-based payment models, and counseling providers in reimbursement disputes with commercial and Medicare Advantage payors, including matters involving the 340B Drug Pricing Program.

Renee Rayne joins King & Spalding as a partner from Burr & Forman, where she was a partner. She represents public and private hospitals and physician groups in regulatory compliance and transactional matters related to participation in federal and state reimbursement programs. Her work covers Stark Law, federal and state anti-kickback statutes, HIPAA, Medicaid and Medicare participation issues, regulatory audits and appeals, and the development and operation of Medicaid reimbursement programs including managed care directed payment programs and UPL programs.

Jim Gilliam joins King & Spalding as a partner from Burr & Forman, where he was a partner. His practice is focused on healthcare litigation, including commercial and government managed care, complex business litigation, arbitration, mediation, class/collective actions, investigations and appellate advocacy. He represents providers in disputes over government and commercial reimbursement, misappropriation of proprietary information, post-M&A disputes, and in government investigations into Medicaid and Medicare billing fraud and compliance audits.

John Connell joins King & Spalding as a partner from Burr & Forman, where he was a partner. He advises hospitals, health systems and academic medical centers on reimbursement disputes with health plans and compliance obligations tied to government health programs. He regularly represents clients in payment litigation, arbitrations and government investigations, including False Claims Act matters, and handles claims against health plans involving Medicare, Medicaid and commercial reimbursement disputes and related breach of contract claims.
